Garrison was declared the summer capital of Uttarakhand on 08/06/2020. After Uttarakhand Governor Baby Rani Maurya gave his approval in this regard, Chief Secretary Utpal Kumar Singh issued a notification here.
It has been said in this notification, 'The Governor has been gladly granted permission to declare Garasaina as the summer capital of the state of Uttarakhand.'
Expressing happiness over Garrison becoming the summer capital, Chief Minister Trivendra Singh Rawat called it a historic day and said that it would be transformed into an ideal hill capital. He said, 'Garsain will make its mark as the most beautiful capital in the coming times.'
Rawat had announced to make it the summer capital of the state during the budget session held in Garrasain on March 4 this year.
It is known that about 270 km from Dehradun, Garsain is a hill town in Chamoli district, which is situated on the border of Garhwal and Kumaon. Ever since the demand for a separate state came forward in the 90s, it was being seen as the proposed state capital.
In July 1992, the local Uttarakhand Kranti Dal declared Garasain as the capital of the mountain and also laid the foundation stone of the capital region, named 'Chandra Nagar' after Veer Chandra Singh Garhwali, a soldier who was the hero of the Peshawar incident in the British era.
After this, the Uttarakhand State Movement culminated in the year 2000 with the establishment of a separate state, but the capital Dehradun was created and then the slogan of 'Pahar, the capital of Pahar' was raised.
After the issue continued to arise, in 2001, the state government formed a one-member commission headed by Justice Virendra Dixit and entrusted the responsibility of choosing the best option to choose the state capital. In August 2008, its report was presented in the Vidhan Sabha.
In this 80-page report, considering the heterogeneous geographical conditions, seismic data and other factors, it was said that Garsain is not the right place for a permanent capital. The Commission also described Ramnagar and Rishikesh as unsuitable as an alternative to the capital.
With the formation of the state, the commission had declared Dehradun, the interim capital, as the most suitable place to be made a permanent capital. The second option offered by him was Kashipur in Udhamsinghnagar district, although the Commission believed that the estimated cost of making Dehradun a permanent capital was far less than the estimated cost of making it a capital in Kashipur.
From then on, there was a tussle between political parties on this issue. In 2012, the then Congress government Chief Minister Vijay Bahuguna held his first cabinet meeting in Garsain itself and said that a session of the Legislative Assembly would be held in Garsain in a year.
In January 2013, he also laid the foundation stone of Vidhan Sabha Sadan, in which a three-day session of Vidhan Sabha was also held in 2014. Although it did not get the status of capital.
In 2017, the BJP promised to make it a capital in its election vision document, after which they announced it in the budget session of March 2020. In the meantime, a person was asked to give such instructions in the Supreme Court, on which the top court said that this is a policy decision and they cannot interfere in it.
After the approval of the Governor, Chief Minister Rawat said that Garrison's becoming the summer capital is an honor for the sentiments of 125 crore Uttarakhandis. He said, 'Garasain is associated with the sentiments of Uttarakhand and everybody is very happy. Everyone's wish is fulfilled today. Today, when everyone is affected by the Corona epidemic in some way and is worried, this news will comfort them. '
